So SKF is actually recommending preload on tapered roller bearings for longest life. I guess that means some drag is acceptable. I wonder how backing off to the first key affects the preload.

Yokohama has decent prices on 37x12.5-17 tires. I'm not a HMMWV guy but where did the 18" rim size come from? It seems like you're shooting yourself in the foot with an odd ball wheel. I believe I paid $1700 for 5 tires in 37 on 17 inch rims.

It is possible to convert. You can install a threaded rod with Loctite in the angled hole, cut off flush, and drill new straight holes.
I wouldn't recommend this for your case because it won't likely save you anything vs exchanging but if anybody sees a screaming deal on some center mount...
The C code engines connected the ports left to right bank in the intake manifold. It helps reduce the exhaust drone sound at certain engine speeds. The C code engines also had a muffler before the air cleaner.

The part that makes me leery of the aftermarket heads are the pre-cups. It's a very special material, I think Nimonic 80. I don't believe the Chinese pre-cups are cast from the same material.

Did you have an obvious blow-out in the head gasket? Cracking between the valves is essentially normal for these engines and I don't think it is detrimental. I think that relief cut in the face of the head is there to encourage cracking to occur in that area. The guys repairing them are using...
I actually built a pair of 6-71 engines that met US EPA Tier 2 emissions requirements. Basically, they ground all the lift off the cams and then added a turbo to bring the power back. It was similar to EGR but all done in cylinder.
The people with the knowledge are all probably dead by now but it wasn't unheard of for truckers to get a reliable 500hp from an inline 6-71.
The 2-stroke is a very long engine due to the air box.
ARP's newer studs have sockets for Allen keys so you can run them after installing the head. Yes, it should take very little clearance to use studs provided you hold them in the head prior to setting it on the block.
On your 6.2/6.5 engines use an OEM black RTV or "The Right Stuff" for all of your sheet metal items
Do not use RTV in places oil can pool such as your lift pump adapter plate. RTV is permeable and will weep oil if submerged.
