So then why can't you just remove the 4 bolts that hold the top cover on, take it off and then get access to the remaining bolts?

The lollipops that are orange and red are mounted red rearward. If they are orange only, they also point rearward (in the instructions). As stated; they are for vehicles that are beside you to see that you are changing lanes. They were used mostly overseas. Saturn Surplus has them NIB for $12.50...

Does anyone know which vendor sells the three dropside data plates that go on the outside of the beds? (I know MVdataplates.com has them but I need them by July)

The maint manual should go step by step, the parts manual will give you an exploded view of it so you can see which bolts need to come out. I haven't pulled mine but it does look pretty simple. There's probably one little bolt hiding somewhere holding it in.
