The new one will be the same as the old one. To make the wipers work, they need to be maintained and lubed. The glass needs to be smooth and the wiper blades need to be new. I find a large vacuum reservoir with a check valve works wonders. (Old Ford part. Looks like a coffee can with fittings.)
If you use the vacuum system once in a while, it may not be an issue. When mine was plugged off it leaked oil horribly. When I piped the vacuum system back in, the leakage stopped.
