Surface rust...
Let me clarify surface rust...that's just light rust stains to minor "light" pitting. If it's more than that you will need to follow a different method of repair. Like the guys said above, it will come back if you don't cut it out.

Rust
If it's surface rust just knock off the loose stuff with a wire brush then use POR 15 and paint over the rusted parts. I have used this for years and unless you are doing a show paint job the POR 15 works great and you can top coat it after it dries. :beer:

I use the Rapco paints, follow the mixing ratio on the paint...but I have found it flows and covers better with less thinner. They are easy to work with and you can get the spray cans that are an exact match for touch ups.

No spray can. I use the Rapco paint and a HVLP gun. The overspray on the firewall will be taken care of and the floor is getting Herculiner.

Tip #1
I have found that when using the Herculiner it's best to sand and paint the floor that you want to cover with the Herculiner black first. The Herculiner is thick and chunky and has a hard time covering up over top another lighter color. Thus you can see "between" the chunks of rubber in...
