Sounds like fuel starvation or maybe air. I had a leak on my fuel lines in and around the fuel filter on engine. Check this area and maybe carefully tighten the fittings if you have leaking or drips.
You may not have the system primed. It will not self prime. I wrecked a starter trying to get mine to go after a filter change and check valve clean.

In 2002 I bought a new H1. Had it for four years. Was generally sound with exception of constantly leaking wheel gear boxes. Engine was weak but never broke. A new H! with a DuraMax and Allison would be the cats pajamas.
A3 Wheels with Large tires
Here are a few photos of a truck I have recently sold. It had big Michelins mounted on A3 wheels. No rubbing on that either. The larger tires really changes the way they drive-much better.

I have an A3 with Goodyear 395's on Hemtt wheels. No issues and about 2 inches between them. Have had her loaded down with about 6,000 pounds of steel-no issue.
I had a chev 3500 basic stripped truck. It didnt have arm rest or center jump seat. Picked one up on Ebay for 250 bucks. It was a brand new take out. Had a fold down seat that made into a nice counsel. Flipped it up-nice jump seat with seat belt.
