Yup figured it out about 10 minutes after I made the original post. I just found it odd that both trucks did the same thing so I guess it's a common failure or I'm just that lucky (not).
Yup figured it out. It was the tractor protection valve, cost me all of about $140 installed to fix. I kept my valve and took it apart and it was filled with sand.. Oh joy I wonder what else could have sand in it!?
if your handy there is a simple battery charger circuit that can be made from a run capacitor and diode, which will charge and de-sulfate the batteries on an LMTV. It's a high volatge low amperage charger so it takes a few days to charge dead batteries.

Thanks guys I ended up picking up 2 LMTVs a 1995 and a 1996, both with a tad over 11000 miles. I hope to get them at the shop soon as see how bad I screwed myself.. My buddy who picked the 95 up got it running, but all electrics are dead.. I'm hoping it's attributed to the missing alternator...
