I would contact ebay and return it due to "not as listed" condition. Or at the very least ask the seller to get it up and running and then do the transaction again...
If that was me, I would feel real fortunate that I showed up a little early to see the plan in action.. and just chock up the drive time to a free 4hr class in shady individuals , presented by college of the real world. Sorry that happened to you.
Might want to check your run out yourself and see where youre at on that. If you just have a moderate high spot you can knock it down with a grinder real easy.
I had to do that to 3 of my tires. Just jacked up the one side and made a run out "guage" out of coat hanger.. colored in the highs...
I had mine do the same thing... starter was fine. Took all the connections off and cleaned/tightened. After 6+feet of water for the same time period (same storm) my connections had corroded and loosened.
The windings probably grew some corrosion as well... I had to jump the leads to free it...
