You use a meter to check it to see if you have voltage on the output of the switch. I remember when I had figured out it was the switch I'd turn it off and on fast about a dozen times then my truck would start up.

I have had 5 of these and to get them fired up the first time after they have been drained, and all new fluids are in. I give them a shot of ether . it could have air in the fuel system still. or it could have a broken ring and be down in compression.

Check to make sure both connectors going from gen head are plugged in good to the inverter. If that isn't it Id say you could have a burned up gen.

Ok I checked mine its between 1/2 and 9/16 inch like my other 1. If I take it to a inch I'll have to shorten the rod. so I'm thinking the gap should be less.
Mine flopped around just like yours. After a good hr of running it settled down and the arm stuck to the magnet but didn't hunt anymore. But my RPM was much higher than my other unit.
That's the way mine was this am. I have seen them do that if you have the crank case too full of oil. Or you have air in your fuel system. After a hr of running mine got much smoother and stopped osolating.
I haven't worked on a mep-803a but many other gens. Seems there are a number of them on here and owners who have worked thru there issues. I'm surprised there hasn't been more response on here about this ?
So to add information when the engine was running a good hour and smooth out it was running at speed and the governor arm was flat against the magnet and running strong.RPM sounded higher than my other unit.
Ok it's running smoother. But the arm is solid on the magnet. Had to move the knob around to the stop position for it to turn off. So I'm thinking something Is out of adjustment? It's getting there lol
