    I have had great luck with the gear drive starters on E bay at around $160.00 I actually prefer them to the older styl as they seem to crank a bit easier with low batteries than the old style.

    With the power off you may want tO meter across your contacts of your relay. I had 1 in a cnc mill that the contacts welded themselves together.

    Could be relay . But could also be a bad toggle switch. So I would check that with a meter as well.
