I've got it set correctly now and running great!
My torque wrench and a lack of understanding of basic operation was my problem.
After verifying the timing marks on the accessory drive pulley(I used a dial indicator to watch the movement of the #5 injector because turning the engine by hand...

also try running the engine with a fuel can underhood fuel hose connected directly to the pump inlet from fuel can.

Well much to my chagrin, I am not able to make this micro rally. I've got a plumbing emergency that must be addressed asap. My apologies to Shawn, whom was going to go after all.:sad: So i'll set my sights on the October rally.

On the injector torque, when the intake and exhaust rockers are loose the cylinder is in the firing postion and the injector should be closed (meaning if you attempt to push down on the injector rocker it won't go anymore) thats when it gets torqued to 70 in. lbs. Definitley do not over torque...
Have you tried taking the fuel line loose or off of the fuel cut solenoid and cranking engine to see if any fuel squirts out?
and then there's the thing with the small tank of fuel under hood feeding directly into pump inlet.....
