If you choose to go with the 818 you will need a class B license. Pa. offers both commerical and non commerical licenses and the tests are mostly the same.
What determines what class (>26K B or A) license you'll need is the GVWR (Gross Vehicle Weight Rating) of the vehicle you'll be...

Depending on what size your lookin for, they don't come up very often and when they do, are seldom cheap.
You can also look on e-bay & Craigs list, but be sure your sitting down when you do.

To answer your question...Yes.
The shelters are designed as stand alone units that can be mounted in/on several different modes of transport. They have both tie down and tow shackels, so they can be mated to nearly anything that can carry their weight safely.
They are very well constructed...

I would also recommend putting a ball valve on the hose connections at the water manifold & water pump.
Prevents a mess when changing the filter and in the event of a leak it may get ya home.

To run SCA filters without testing the coolant first, is no good for your cooling system.
In most cases, running the 4070 filter and changing it regularly/yearly, is all that's needed to keep the system clean.
Introducing too much SCA into your system is not a good idea.
