I would be interested in knowing what the actual failure is in the HH. Considering the IP/HH works like a distributor on a ignition system only with fuel. Not doubting that is the issue, but just not understanding how it would distribute fuel to one outlet port but not another. Inquiring minds...
From the description and diagram it should have been on the shaft or in the bore the shaft slides into.

The mechanical pump is before the leak. The in-tank pump pushes fuel from the tank through the primary filter to the mechanical pump. The mechanical pump then pushes fuel through the secondary and final fuel filters and into the HH.
I would tend to think it will leak even more with the engine running. The in-tank pump only has around 7 ~ 8 PSI but with the engine running the mechanical fuel pump will go up to 60 PSI.
S7 is the starter disconnect switch. With the engine stopped the contacts of the metal strip need to be closed to supply a ground for the K3 coil circuit. TM5-6115-585-12, sec 4-28 on page 4-31 tells how to test and adjust the switch. Hope this helps.
