Well that is what my Friend called it. he machines them every day in t PTO and input shaft housings. It may not be the type of seal you pictured in your link but it is a seal. It uses the rotating force of the input shaft to move the oil back in to the transmission.

Have you searched the parts suppliers for your gaskets?
Why on earth would you wast your time and money mounting crap tires?
Again have you searched the classifieds or Craigslist/eBay for tires?
For WMO its not wise to spat that you are running it UNLESS you have the proper tax info/papers...
Any leak can cause a low peddle. It sure sounds like a Master cylinder problem (remember there are two of them in a deuce, one is the Main master and the one the puts fluid to the wheel cylinders that is in the Air pack) with fluid leaking that is where I would start looking.
I would take them out and check them out/service before I would just say there junk.
It is VERY simple to take them out and do the service. You should not need a manual to do wheel bearings on a dead axle.

looking at the bumper and trailer light hook ups I would say that person is low on the IQ bell curve. I have towed things all across this country and not once have I bashed in my bumper or anything !
