I didn’t read all of the replies - but - my experience was that the starter must be properly shimmed. Also, we were getting poor quality flex plates through the Army supply system. Our solution was to local purchase heavy duty flex plates at our local GM dealer.
RE: the 12V dash switch. Is that a ‘latching’ circuit where by pressing the switch changes to 12V? Or is it a ‘momentary’ switch where once released it no longer does anything? What does that switch do; what does it activate & why? TIA.
If you cannot find a donor piece to splice in then I would slowly cut back to solid material - if only to use as a fixed template to rebuild from. Otherwise I would most likely take lots of picture and measurements then cut it all out and fab in new.

Those rings would not work except as a secondary tie down point - to keep the top heavy van from rolling. The primary tie down points are the front & back and sometimes between the axles depending on what it’s being transported on & who is doing the transporting.

I don’t recall ever having to seal the zipper. Never was a problem. But keeping the ring clamp (same for the deuce) could be ‘fun’. I recall a couple of times I had to run a rat tail file along that groove to create a better groove otherwise that pesky clamp would slide right out when tightened.
There isn’t a kit per se; but if you look in the back of the -10 you’ll see a list of On Vehicle Equipment (OVE), Basic Issue Items (BII), and so forth. Not all 1078’s or 1083’s (etc) came with the same tools. Trucks with winches or wreckers, or trucks with cranes had additional items.
