I would plan on atleast a set of rings on the 2007. Good immersion of the pistons in evaporust, rings, and a light hone. Wont be as good as new or anything but you can probably get some good hours out of it.

Looking good :) on the one you plan to retreat. Degrease it before the evaporust. It seems to work better as close to 'pure' as you can get it. So blclean bare steel with rust.

For light loads. The heavy rotating mass and low end torque at 1800RPM makes a killer combination. Look at the mep-803a vs mep-003a conversations going on now. Smaller engine with better hp/weight, but less lugging ability and less torque. 003a can take a bigger overload than an 803A. REALLY...
003A is 16HP at 1800 and 18HP at 2000 RPM Conservatively. I would hate to use an engine much bigger than it. A modern direct injection diesl, like a reefer engine might be a better choice. better HP/weight ratio.

Like the M88 crewman said it wont run some stuff. But I think it will do a wrecker fine. If we can get the flow and PSI of the wrecker pump then all will be revealed...
I might be tempted to fill those cylinder with evapo-rust with some light wire brushing. Even get some clay and run a bead around the piston to seal it for a few days. If nothing else it will make dissasembly much easier. Best case is you can clean it, give it a quick flex honing and run it...

Send the head to the machine shop shot blaster with a rotisere. Valve job and seals and it will be good. You can try pounding the pistons down with theme crank.out. might get away with rings and a hone. I haven't priced an engine kit or sleeves like I have for the old 002/003. Wonder what the...
I got a nice APU that would work for you guys. I think 'JesusGatos' has another he may or may not be using as well. Its from M88 tank recovery vehicles. Self contained Hatz diesel, hydraulic pump, and a 400? amp 24v generator. Nice little tight package. I scored a control panel for it as well...
I would probably pull the head. Doesnt add much cost to where your at now.
Those exhaust ports look rough. I would rather pull it and potentially save a mostly good engine vs force a rebuild at the expense of being wrong and wasting cash on some gaskets
