The pump preasure was a concern for me too.. but you have to look at how everything is put together. The pump psi for mech. is delivery preasure. the electric is the out put..
there is a preasure drop at the filters. I belive the stock filters are 10 or 15 microns. also dont forget the pre pump...

I have wonder whats your diesel like there Tankie? ours here, is more like jp8 with out all anti fire crap in it??
I ask since the fuel here was change around 93 and again 2006 for the ultra low sulfer crap.. don't get me started on the gasoline.. just wondering what ate the pump?
fuel shutoff solenoid maybe need to swap if the cleanining didn't help.. Smoke could be a injector fouling. do you heavly smell diesel? and that could cause the extra rotation.. I think gm recommends swaping them out every so often.. shot in the dark

In lew of plastic sleaves, as temp fix, one could use electrical tape on the striker bolt.. but it all works in conjuction with other. seals are need for resistance aginast the bolt ect..
if your worried about it, I would explore the whole world of vehical moving. My co worker had a trailblazer moved from Cleveland Oh to Ft worth Tx for 900 bucks. the trailer might add to to that alot more though.
