You'll get it freed up, keep working at it. After all is said and done, add a can of Seafoam (can get it at Napa) to your fuel tank. It helps to free up things that are stuck or a bit sticky.
Don't think twice about the miles, you have no way of telling if they're correct. Have someone that knows deuces go with you to give it the once over. In my opinion it's better to have one that's been driven. The ones that do a lot of sitting tend to have more issues. Good luck!!:-D
Your choice of penetrating oils should do just fine. Spray some in there, work it back and forth until the lever easily moves between 3:30 and 7:00. When you're done you should be able to push it towards the firewall and have it move back to the 7:00 position on it's own.
Fired the deuce up today, ran it for half an hour in my driveway up to 160, no leak. I don't want to take it out on the road, not sure it will make it home. Will it develope enough pressure in the coolant system to make the head gasket leak if that's the issue?
I've spent a lot of time recently working on HH and none of them had a washer under the center top bolt. Take your bolt out and see if there is a burr on either surface. If so, try to sand it smooth. If not, you might try a copper washer. Just make sure it's thin so you're not changing internal...

Green Toys, nice mods!! I just took the FDC off my spare pump and I see what you're talking about. It's a very simple device. Can you post a pic or two of the inside of the FDC? I'd like to see how you attached the cable to the metal shaft.
