First off let me tell you thanks from the M1031 club.... Locating parts for these can be problematic at best. I had to bypass the overspeed switch on mine to get the actuator to work, it is fine now but I would be interested in one of these if the rest fails.... Also dont let Nay Sayers bother...

Josh, You wont get any Hertz adjustment out of that rheostat. it would have to be one of the precise sets with the hydraulic governor.The HZ on your set is adjusted by the throttle cable. The military used the same control box for both types... I "Think" that the control box is interchangeable...

I have 15 of these, (Not Mine but I have taken care of them for the last 6 years ) and I dont have any spare tires mounted on any of them. Not sure where you would as the generator is mounted controls towards the hitch, there is a metal plate on the front to stand on.

Ghost.... Any welding supply will have the nesessary wire..... I am not 100% if it is 2/0 or 4/0... I will have to go check .... or bring your ends with you and which ever wire fits best in the holes.... Bigger is better when it comes to Jumper Cables... (Slave) Good Luck
