Check the direction, looking towards the speedo the cable should be turning counter clockwise, so looking at the adapter output it should be turning clockwise

Here is a simplified schematic the line that went from the PS pump to the valve should now go to the air filter, but you are probably getting air into the PS system somewhere that is what is causing the fluid to "bubble" out, you need to check all the return hoses and clamps and if that does not...
You may have some air in the fan clutch circuit it should work itself out , I am trying to find a fording schematic, are you sure the PS pump is not over filled??
When you plug the TDM in and out can you hear the fan kick in and out?
It must be the area in front of the sump or the front of the sump itself, I have never seen a cross member that passed under the sump on a GM pickup.
I could not find a cross from the civy oil pickup and the military pickup but it does not extend much lower than the pump on the military engine...

Yes you have to run it NA, (or custom turbo) only the Van version (also center mount turbo) has the angled intake to head bolts, you cannot run a civy pickup motor with the center mount HMMWV turbo.
