Following up on 1800 Diesel's suggestion, there should be a rubber cap covered port on top of cylinder head to introduce drops of oil into cylinder. Here is photo of mine . Port is labeled "B" in photo.
Since you don't expect to use it often, you may wish to store it with a dry fuel system. Empty tank, lines and carb of fuel. Pick up two cans (qt.) of 100% fuel at HD to keep with generator for future emergencies. Avoids ethanol /stabilizer issues and gives you reliable starting fuel in sealed...
The Hatz I have seen were key started and only applied any preheat to "glow plug" in air inlet for very short period. Do these units have a battery (12v or 24V)power source? Are they slave started? I'd suspect some human error as whisky357 mentions. I have some manuals / documents on 1B30 if...
If this is a 1B30 family Hatz type engine, the damage may be from operators attempting to start engine with aid of gasoline vapors or other aid inserted in the dry type air cleaner space.
Made a jumper with a small NATO slave plug for 24v MEP-531A using old battery jumper cables with alligator clamps on opposite end for use with two batteries (24v) in portable box.Works very well for staring small generators. Here is an image of a small plug.
That seems like beneficial steps to limit air / moisture intrusion. Should some type fuel treatment be placed / injected into Spare IP intake prior to storage?
Does anyone have a "best practice" procedure to share that is appropriate for storing a spare IP? Since it may be stored for many years before being called into service, how best to keep it from gumming up , drying out or other damage while in storage?
Might want to check points, rotor and cap inside the magneto first. (TM page attached)

I have a setup almost exactly as you described. Mine is MEP-003 with both exhausts extended ( 1.5 ft),with supports, out the garage window. Noise volume seems minimal with doors closed. Escaping exhaust is primary source of noise. Perhaps that could be mitigated if I had directed it downward...
Be sure to double check that the IP is properly (tightly) seated against the engine block. I had this problem and new IP would not pump. Hope that is your problem also.
