That's the regimental colours of the Royal Electrical and Mechanical Engineers (REME).. also RAEME and RCEME for same units in Australia and Canada. Often see those colours in small squares on the engineer/fitter/mechanic/recovery vehicles attached to other units.

I think I saw somewhere, prob on the internets, that it's not the height that is illegal, it's the waste of bed space and potential for burning the backs of landscape contractors/vegetable pickers.
