Back in the day they were not required on RV's. BUT...
If you had them installed they must be operational to not be ticketed and to pass inspections.
Not sure on recent RV laws but I'm sure it varies by state.
Regarding the reliability and maintenance:
These trucks are on par with a semi.. The operating costs, maintenance expense, tools all fall very near that of a big rig.
If you want to know what it cost to run one, that's a good base line to research. Granted, most won't see that sort of...
The issue with the M1079's is they aren't as common and when they do drop they fetch way more they they should (they get stupid expensive at auction these days). They do make great platforms, though.

The % of water isn't really all that important.
The clutches are coated in an asbestos-like material. The adhesive it's applied with is water soluble. It sadly doesn't take much to wipe the clutches clean of their traction resulting in slip.
In the end, either the clutches got wet...
Sadly, I do. Never did determine how the water got in there (truck came that way).
That brownish goo is the coating from the clutch packs in my case. Trans rebuild was more than the truck value (rebuild kit's are hard to locate and don't forget the t-case shares the same...
IMO, if a foreign power pops the USA with an EMP strike then the subsequent retaliatory actions will pretty much snowball.
Unless you happen to own or can gain access to a silo or bunker, you're likely screwed.
