The hose I suspect is nothing more than being used as a cable guard/protector. Follow it along the rest of its path and report back (pic would be great) as I do not recall anything mechanical in that area requiring a hose.

They use different rubber grommets. Some are one cable, some are 2,3, or 4 smaller cables depending on what gizmo is being used.
There are some one piece aftermarket rims out there but very expensive and scarce.
I think the range is 50-70's on power wagons. I am not as well versed on those.
I believe kascar sells the swollen extraction tool. I suspect cheaper than the supplier you were thinking of. No dog in the hunt but I found them solid vendor and most prices cheapest or in line.....
