Referring to the Texas FMV LAWS thread linked in my signature block below, you are correct, the painted numbers need to be visible from the outside.
In service Military Vehicles with the numbers painted on the insides of the doors ARE VISIBLE FROM THE OUTSIDE when positioned ABOVE the seat...
At least in Texas, and probably in certain other states as well, the owner of a vehicle "not secured" (i.e.: leaving the keys in a typical vehicle) can be both charged with a crime essentially enabling the theft, AND be held liable in civil and criminal consequences of the result of the stolen...
