I would remove it and bring it to an old school radiator shop and have them evaluate. It has to come out anyway and most shops would evaluate and give you an estimate upfront. Based on that opinion would be where my $ go.....
All the cooling things on these hmmwv's are way overpriced imho but...

There is a one piece rim for dodge power wagons but very pricey.
I see the tires have been changed to a common civy size. That is what I have done with some of the trailers I have resold. You can also mount a spare on the front to be safe.
Axle swap is also an option
I would also check temp with a heat gun or known good gauge. These trucks run cool and should not jump that fast. Might be a good idea to flush and fresh coolant if all is good.
Mine had a lot of crud and mud. Dont forget to flush heater also.

There are a few flavors of dolly and different tire sizes. Some use the deuce 900 and others use the 10 bolt budd wheel to tow behind a 5 ton. There is also some smaller dollies that take 15 or 16 inch tires but do not recall nomenclature.
Best to eyeball dataplate.

They have to present it to underwriters as historic classic antique not a daily driver or commercial. I think it helped as I already had the hmmwv as a classic.
Don't refer to it as a big truck or 18 wheeler or quote the weight as that throws them into a different mind set.

Double pull is probably the m1112 water buffalo with dual axles and the flatbed m1061,m1073. And bolster with dual axles is my swag.
You are very patient and steady hand if you straightened all those fins with a feeler gauge!
Very common for those to be bent as they are soft aluminum.
There is a fin tool made for those and radiators. I assume there is something across the pond similar...
