Per the Forum rules only the State is required. Location in the State is nice but not required. The OP is conforming to the rules.
He is looking at a 5ton. More than likely a M925A2. Without him responding we are all just guessing. This thread is in the 5Ton forum.
The very bottom fuse is the 24v fuse for the GEN2 exciter and voltmeter circuits. There are two relays next to the starter relay that control both.
What resistor did you use for the meter?
Also the terminal on the voltmeter is hot at all times. Disconnect the batteries when removing stuff on...

Unless he has a dealers license and can "assign" the SF-97 (that is what GL does), what he is doing is called "skipping title". Most states are cracking down on that as they want their $$$.
I can't speak for CA and AZ, but in OK that is illegal and makes it very difficult to obtain a title.
