Try a leaf spring shop (seriously). A flat leaf isn't expensive at all. See if you can find someone locally that makes springs and spring packs. I'm pretty certain CC Spring is still in operation here, but it's Texas. Texas lives on big equipment and shops are everywhere.

You're testing this with the service (headlights) "on", correct? I don't have access to my files still, but I sort of recall that my convoy light only worked with ark or service lights active.
