As far as the VIN stenciling goes, I am in the process of titling my 5 ton and will be using the VIN method, so I will post my results when I either succeed or fail.

Is it the metal valve stem with the nut that secures it? Possibly the nut backed off and is allowing a leak. Tighten the nut.
If its rubber, old valve stem, replace it.
