Yes it can be. You find a problem, you look it up, you fix it and wait for the next problem. Then after a little time you know your truck from front to back.
I think that is caused by cavitation in the water system. I would use some JB weld or use some Alum. Devcon. Then use a good epoxy paint on the inside.
