Unless he is "Somewhere on the Right Coast" of Antarctica it shouldn't need glow plugs to start with the weather this time of year. Have you checked the air filter ? has it been sitting for a extended amount of time without running ? if so criiters may have built a nest blocking the air .

Well on the 30 year old truck if your going to pull it and replace some seals your better off just rebuilding it . Since you have external seals leaking most likely the internal seals are getting hard and about to fail , once you seal the outside it puts pressure on the internals. 2cents

As rusted up as that is I would pull the starter and replace the stud , if your not comfortable doing it yourself take it to a shop.
