Have you checked the air filter ? has it been sitting for a extended amount of time without running ? if so criiters may have built a nest blocking the air .
With the stock M1009 hitch the max Towed Load Allowance 3000 lbs. this is due to the design of the hitch and it's rating.
If you upgrade to a Reese or Draw-Tight or similar receiver type hitch you can increase the towing capacity.

Well on the 30 year old truck if your going to pull it and replace some seals your better off just rebuilding it . Since you have external seals leaking most likely the internal seals are getting hard and about to fail , once you seal the outside it puts pressure on the internals. 2cents

Just because some people in some states have been able to skirt the contract for the time being , people trying to skirt the contract in Florida and Michigan have resulted in both states...
