When you take the cap off and shake it, it should rattle. It vents and when the cap doesnt allow for venting something bad happens. Cant remember what. Replace it or clean it up if its not rattling. I honestly wouldnt think anything of it having a little whisp though.

RE: seized motor and some Q If your in need of a parts CUCV momma said mine needs to move. The body is rusty but the motor runs. You would need to trailer it since the tires are flat and the brakes need work.
