The M1031 is the M1008 with a PTO, Maint body with on-board 10KW gen (PTO driven), air-compressor and supposed to have a welder too. All CUCVs are the same except for the M1010 according to the sticky at the top of each page in the CUCV forum when it comes to the charging system.
I didn't do mine that way, but it worked like a charm. Drained old filter, closed valve and took the new filter and submerged it in fuel. Shook it a little till all bubbles disappeared. Held it level until I had the base at the bottom of the housing and flipped it up and onto the base in one...
If you have to crank on it a while at 30, I would think it is the glow plugs at fault. Just replaced the GPs in the 1031 and when I heat them for 15 seconds, it takes maybe one or two seconds to start. It really makes a difference with a good working GP system.

I don't know about the M1010, but the digram shows the top alt to charge the front battery. If you only have 10.5v, I would think that you are not getting any charge current back to it.
You got yourself some tough trailers. Sgt COCO wasn't too gentile with that green one when he was moving stuff around so I could get the M1031 out of the yard. I don't think he even put a scratch on it with the big fork lift.

As suspected, the proximity switch on the transfer case shifter is bad. I did the quick and dirty scotch lock bypass and it worked. Genset puts out correct voltage and the air compressor works great. I used it to air up the tires on the 1031. Too dang lazy to drive it over to the air compressor...
The TM 9-4940-562-23P and TM 9-4940-562-13 are not released nor posted in the resource section as of yet. As I have seen others state, it sure would be nice to have them released. Looks as if the actual truck is being let out, they would release the TMs for it also.
Found out that the GP relay is intermittent. Never seen one do that before. Ussually when they quit making contact, they continue to not make contact. Looks like it is off to NAPA for a relay now.
I just printed the two circuits out as pdf files to post for you. All cucv's are the same except for the M1010. If you do not have a M1010, do not use the page for the M1010 only.
Always hot should be from the resistors. The other big wires only get hot when the relay is in the closed position. The pink should be hot when the key is on and the blue is ground. The controller card controls the ground side (light blue) of the relay from what I understand.
