Maybe a transmission clean out and fresh fluid will get you going. Check the transmission t.m.
Definitely need to have a cover on the voltage regulator if it doesn't have one. Does that have a foot pedal starter or a relay to engage the starter? A dash 10 manual would be helpful. You can download on on this site.

You could pull the starter, open the solenoid and clean the contact disk. I think Tactical Repair has a video on this. Disconnect batteries before removing the starter!
Get a headlight shell/reflector that uses H4 bulbs of the 24 volt variety. They are out there on Amazon and other places. You just make a headlight plug to Packard adapter. They are pretty vibration resistant and MUCH cheaper.
