First off I am guessing you have no experience with air brakes , with that said you need to download the TM's ( I posted a link in your other thread ) the tm's ending in -P are parts tm's they have diagrams of the parts . It sounds like the brakes are rusted to the drum from sitting . Backing...

Not being familiar with what valve is on it , does the parts book show any o-rings in the valve ? The plastic could be dried out o-rings from somewhere.

The master cylinder should be vented . Then you need to fix the rear leaks and when you bleed it do the air-pac first . and build yourself a power bleeder. Deuce Power Bleeder R4x4 Style
