Not sure on the A0's WTEC-II, but on the 3126 and C7 trucks, the ECM value for PPM (pulses per mile) is 62,618 (or 31.309 with ECO hubs).
It seems..... odd to me that the older truck would have a higher PPM number unless it's looking at a different sensor/trigger wheel or it's being adulterated...

That is correct. The military had component level breakdowns for the later 900 series but decided to service the PCU as a complete assembly on the FMTV as it was too involved to have troops rebuilding them.

You can swap the elbow and the CTIS valve assembly without losing much air. These tires hold A LOT of it and it takes a bit for it to dump out that little tube.
OR you can do the bottle jack and complete deflate method. No one in the military does that. We just hot swap them.
