Dust caps on the dexter axles are the problen with small hub wheels. Check on expeditionportal.com for some mad trailer builds and answers. See my build on my M101A2 andM116A2

That is rubber of some sort of fiber spacer. aluminum on steel will cause a galvanic reaction and corode. Ford had problems with this in the 80's cars. As for paint I would wire brush or sand blast the loose paint then feather the spot and repaint. I did my 116 frame this weekend and it...
