Tell me about this trailer, I saw it for sale a month ago on ebay and now the new owner posted it on Expeditionportal.com It is listed as a helicopter support trailer, looks like a custom box on a 116A2 frame.

Dust caps on the dexter axles are the problen with small hub wheels.

That is rubber of some sort of fiber spacer. aluminum on steel will cause a galvanic reaction and corode. Ford had problems with this in the 80's cars.
As for paint I would wire brush or sand blast the loose paint then feather the spot and repaint.
