All I know for sure is everyone should PANIC.... Whenever we don't know what is going on the first thing we should do is run around in circles waving our arms in the air screaming. The military does NOT want this JUNK back. Let it play out, All we can do is roll with the punches..
I have 8 6TMF all will charge up to 12.5-13V and have No Cranking Amps. Internal Shorts. I had no idea they were paying that much for Cores at Interstate. I assume you went to the outlet by the Airport? I may need to take a ride and clear off the floor of bad batteries.
I did say it was fresh from DRMO (GL) as far as condition, but we did service it and have over 600 miles (half of that were towing another M923) and 2 plus full tanks of fuel run through it before these modification. The truck is mechanical sound it just had the typical sluggish nature of the...

Also form post #22 " Pumping the primer did produce fuel from the banjo fuel inlet to the injection pump."
You should try this before you change the pump it may just do the trick by cracking the injector lines on the top of the pump it is one more step closer to the injectors that...
Tractors have Duel Tanks and a Switch valve just to the left side base of the Drivers seat (sometimes this is where air can get in the system on tractors)
On topic IF you are not getting fuel out of the Bleeder at the side of the injection pump when you pump the hand primer and you know that...
Pressure the tank by drilling a hole in the Fill Cap and add a Wheel Valve Stem (schrader valve) or take the Vent tube from the top of the tank and blow air from there... I would bet the line from the frame rail to the fuel pump is dry rotted.
Other common problems are tank switch valves...
