    The SX460 can pick up a gen with something like 4V to start so the field flash may not be necessary unless the gen sits for a very long time or somehow loses its residual magnetism. OTOH, a field flash circuit should not be hard to add and would make it even more reliable.

    Here's another wiring pic. It shows a fuse, which is a good idea, on the AC input, terminal 8. A 5 amp fuse should do nicely. Also, it shows a pot/rheostat on terms 1-2. If you don't use the pot/rheostat just put a jumper across 1-2 or it won't work. I think the pot/rheostat in the gen panel...

    The 15min wait might indicate flooding. Check summer/winter air flow and then maybe pumps that feed the injector pump.

    Schematic shows: CB2 (pull to shutdown, push to reset breaker), it looks like "CR2", but the symbol is a breaker not a diode. K1 Start Relay K3 Crank Relay K5 Gov Sol (this should be the lockout that keeps the starter from being engaged when the engine is running) in the circuit.

    I agree with PeterD. Judging from the condition of the business end of the injector you would have trouble making that engine run. At least you had the opportunity to get a refund. Had it been a GL purchase you would have bought it for good.

    Check the little "pull to shut down" circuit breaker? You have to push it back in to reset it. Make sure the click you hear is from the starter solenoid. If it is and the starter doesn't spin, then you have a bad connection or wiring issue or bad battery. Could the click you are hearing...

    Low fuel switch? These gen sets have a switch in the tank to keep them from running out of fuel. Edit: the 016B types have a low fuel shutdown but I'm not sure if the 002s and 003s have them.

    Can you accumulate enough liquid fuel by wetstacking to cause a hydrolock? Even if you did, you should be able to turn the engine backward or it would kick back if you tried to start it.

    If the enclosure is waterproof sheetrock is good and cheap. Also, an air passage is a sound passage. Mounting the unit on rubber or other flexible mounts may help with noise transmission to the frame of the truck.

    Can you just thread in some bolts into the holes for the three not six bolt holes and use a lever between two of them? If you take the fan cover off (with the injectors out) can you turn the motor over by hand using the fan?

    Starter, charging system, glow plugs, electric pumps, shutdown solenoid, etc. (if applicable) are all 24V. It would probably not be cost effective to change all that for 12V operation. OTOH, it can be done. I'm pretty sure Onan made a civilian version of the 003 in 12V. I just buy two batteries.
