You don't want to turn a 003 4 cylinder Diesel motor with a 5/8" headed bolt.
If it were mine I'd pull the starter and make sure it is doing what it is supposed to do.
Then I'd probably pull the injectors and inspect them. While they were out I'd squirt in some Marvel Mystery Oil, maybe 1/2...
I'll make you a deal on my MEP-003A. I can't seem to find time to fool with it. It turns over, but I haven't had a chance to try turning it over with fuel, yet.
I've gotten about 10 GL gens and so far all have been either in running condition or easy fixes. All that used batteries, though, had either no batteries or dead batteries. A few had full fuel and oil levels and those generally started right up. I've only gotten Diesel gens, so far, though.
I'm just sayin I had some 81mm mortar ammo cans that looked like they had been CARC'd on the exterior.
Even if it isn't CARC it might not be healthy to use as cooking or heating apparatus.
Way before CARC the military used some very unhealthy primers and things, as they are not subject to all...
Lots of harmful things have no discernible odor. The fact that the paint did not burn off tells me it is some heavy duty stuff. Heating and cooling cycles might release toxins. I'm just sayin. Be careful what you cook with and what you burn in, especially in an enclosed area.

400hz sets are the same size and put out 120/240V, just 400Hz instead of the useful 60Hz. The 400Hz 3kW sets are MEP-021s. The "A" and "C" suffixes, like MEP-016C denote motor ignition type. "A"s are points type and "C"s have more modern breakerless ignitions.

Add a couple ins and outs and you can use the PLC for auto start and transfer control in backup situations.
I like the Omron PLCs. They are very similar to the one you used.
The Yanmar L70s are easily started with the pull rope. I don't think they need much RPM at all to fire up. Once I got the air purged from the injector line it started on the first pull.
I'm pretty sure a 12V battery would start a 24V Yanmar L70.

Getting one that works isn't too bad. The Yanmar engines alone sell for well over $1000 new.
You can't touch a new Yanmar powered generator for under $3000.
The regulators are worth about $100 each if they work, and aren't too hard to fix if they don't. IMO, paying $200-300 for a parts unit...
