This is a 28 volt system. The alternator should be putting out 28 VDC. 24.5 VDC is too low.

Have you checked the engine compression? If it is oil, it is most likely either worn rings or valve seals as Wolf suggested above.

Have you checked valve timing?

I would try the tact that you purchased the M37 and unfortunately discovered that the PA title has errors on it. Ask Ohio what you need to do to correct the errors, i.e. should be a 3/4 ton pickup truck. You may also be able to contact the State of PA and try the same thing if this doesn't...

I suspect you have clogged fuel filters. I would recommend draining and cleaning the fuel tank, flushing the lines and replace all fuel filters. Refill with straight diesel fuel. If this doesn't work, it has to be the IP. Also, it's easy enough to check the kill on the IP. Cleaning the fuel...

I use GL-1 in my transmission and transfer case. Five-gallon pail at NAPA.
