A2 and later Hmmwv hubs are ctis capable, but was never a standard production option. someone converted your truck to turbo,military did not perform that conversion.

as long as the compressor is running, both sides of the condensers should run, it’s not uncommon for the fans to die. check voltage at the fan when the other side is running. The rear evaporator controls the left rear condenser

If the diesel is clear, there is nothing wrong with it, use it for a parts cleaning tank or add it back into your tank…good diesel is a commodity now.
