slop and clunk is normal in these things. dont let him sell you something you dont need. now if you had a half turn or something then ya maybe but not what you describe. mine does the same thing and has been doing it for as long as I've had it and I've put 10k miles on it so far.
It would prob work if you could open the vent at the filter or something but you must have flow to move fuel up to the pump not just press on the tank. kinda depends on where your problem is I guess.
