A lot of people have had really good success with interfacing any local Allison dealer. They have been charged only 1-2 labor hours to have a well versed tech fidget known areas and fix problems, without needed for removal or overhaul.
Has been planned the entire time to strip the peripherals prior to install. But it makes sense to sense it up and test run it prior to install. Really not that much, and not required to, but safer if done.

Cummins QSL (off-road) fuel filter config adapted onto ISL. This makes all filters self contained on the engine. Fuel lines directly to tank now. First spin on filter has water drain and water sensir, trips dash ligh if water present. I’ll remove my large frame mounted water seperator/filter.

Yes, already bought new Volvo front mount full size charge air cooler, sized for a 14L Detroit Series 60 engine. Same one 4xdesign installed, 4” connections. He did a great job. Moved radiator back 2.5”.
Love dead thread revivals, but just for clarity, it is the outer seal that keeps the axle oil out of the hub cavity. M939a2 does not have outer seal on rear hubs, outer bearing is oil lube. Inner is grease.
It is in marine with the appropriate damper. Ask member grendel here. He has a GSK (governor spring kit) in his 8.3 and has wound it up. He also felt abnormal vibration at elevated RPM that the hi spec damper likely absorbs.

Diesels really don’t have such. The stock governor on our mil spec 8.3 pulls out fuel at 2200-2300rpm. If you are asking at what rpm it throws a rod, I’m not sure that is known here, or anywhere besides the tractor pulling group.
