After taking apart my rear axles and ordering a new rear seal I was informed that the axle spindle is supposed to have a wear ring that the rear seal rides on. Non of my axles had a wear ring. Has anybody seen a wear ring on their axles?

That is an interesting statement, I have had mine in 4 wheel high on the pavement with no problems below 20 mph. 4 Wheel low on the pavement going straight and less than 4 miles per hour without any problems. I am sure this topic will bring many comments so lets see what others think.
I would test the 4 wheel in both low and high, if he objects then you know you got an issue with the transmission or front drive train. Check the lights all around that they work that is a good sign of problems with electrical. Hopefully it is still cold and you can see it start and how long...
From the description of the symptoms there looks to be more of a problem then just the wheel cylinder. The fact that the wheel locks up when the pressure builds points to a problem up the line and not the wheel cylinder alone. If the wheel brake cylinder failed it would tend not to hold...
