That is not nearly enough information to take more than a guess. You need to see it run and hopefully shoot some video. Check all the fluids. Check the air filter. What do you see/hear/smell when it bogs down. Does it slowly bog or does it go down fast. Is this a unit you are trying to help...

Could they be salvaging out the engines and usable bits and scrapping the rest? I've seen those engines (LPW4) sell for several thousand dollars setup for marine duty.

It would be worth pulling it apart. If you find a stuck ring or something simple like that the fix will not be expensive. Just some time and a gasket set. Hopefully you don't have a cracked piston or scarred up cylinder.

Horse stall mats are cheap and would work well for that.
