I think I'm done buying them for now. I'm going to turn my attention to service. I'm sure there are a number of machines floating around my area that need some TLC.

I would bet they already have something formed up that is close enough to work. Has anyone taken a hose to the local auto parts store to see how it matches up with anything they have hanging on the rack?
That is not nearly enough information to take more than a guess. You need to see it run and hopefully shoot some video. Check all the fluids. Check the air filter. What do you see/hear/smell when it bogs down. Does it slowly bog or does it go down fast.

Your calculation is correct. As already pointed out that lowering the voltage will cause more heat rise in the motor. Excess heat shortens equipment life. I doubt any of us here could say by how much.

Have you checked the oil? If the level is good you should remove the filter screen and inspect that as well.
Edit - Have you downloaded the manuals in the Technical Manuals section that is accessible at the top of the page?
Could they be salvaging out the engines and usable bits and scrapping the rest?
I've seen those engines (LPW4) sell for several thousand dollars setup for marine duty.
It would be worth pulling it apart. If you find a stuck ring or something simple like that the fix will not be expensive. Just some time and a gasket set.
Hopefully you don't have a cracked piston or scarred up cylinder.
