New parts don't mean good parts. Also, if this engine has a valve lash adjustment, I would go through that. Valve lash is clearance necessary for when an engine heats up, and still has clearance to not hold valves open.

An injector can be serviced for the most part. If the nozzle is dirty, it can be cleaned ultrasonically. If a nozzle is leaking, it can be lapped back into shape with the pintle and lapping compound. I had Superior Diesel in Detroit do this for me on 3 Bosch (Zexel division in Japan)...
You could have just said that you don't know how to back up to a trailer. I'd run it off a relay driven through the reverse pressure switch on the Allison, with a manual dash switch over-ride. Let me know if you need a bar napkin circuit sketch. It's easy to do.

Not yet. Try filter out and no mushroom cap next. That leaves just all open pipe, and if still restricted, then it is just likely a pipe diameter issue. I don't think bends should play as large of part as the pipe diameter (flow velocity). Also try filter out and filter can lid off.
