Like @US6x4 suggested, be careful with the little "giblets" of rubber inside the intake tube. Might even be worth removing the elbow and dumping it out. Yeah, it isn't metal but it sure won't help make your engine run any better or faster if it ingests a bunch of rubber shavings.

Need to know about the steering... Does this machine have an aftermarket "power steering" installed? Does it have enough fluid in the reservoir? Send pictures?

If you have no leaks - and the master cylinder is full - and the brakes don't work, then yes the airpac is where your problem most likely is. You might also be sure to verify that you have vacuum going to the air pac. And that there is no holes in the hose...

I would suggest filtering WMO just because of the possibility of ingesting slivers of bearings and grit and general dirt from the waste motor oil. Get yourself a pair of drums - whatever size. Get a filter housing and a pump and move the oil from one drum to the other...
