As long as its not my money :wink:, I vote for the purchase of a civilian 20 ton tag along low boy. The 20 tonners have air brakes. They are not cheap, though. You can get a new one in the $15K range.
Use any good name brand 15W40 oil. I have used Rotella, Mobil Delvac, Pennzoil, Valvoline, and others. I buy what's on sale as long as it is a good name brand. If all else is equal, I like Rotella, Delvac and Pennzoil in that order.
