The restrictive part of the after cooler is the heat exchanger core. If that portion is simply removed, I don't see why your buddy would have to fab up a different intake. All the work is already done, just use the existing intake, sans heat exchanger core.

It sounds like you have what you need.
Circuit breakers and fuses protect wiring. That is their sole purpose. They do not protect the end device, as the device is usually the cause. The circuit breaker or fusing should coincide with the rating of the wiring of the device.
