If the alternators regulator is failing the Charge meter should dance about during the flickering. Likely in the Negative range when the lamps are dim and in the Positive range when they brighten up. Too bad the charge meter wasn't in the video.

That's the transformer that powers the AC voltage regulator. Can you post a picture of the A1 Voltage Regulator?

What you have circled is the contactor. Basically a big relay used to control power to the lugs. I wouldn't expect any smoke from it.
